Zelenskyy Claims Russia's Leader Sought Dialogue Following Tomahawk Discussions

Ukrainian President Volodymyr Zelenskyy stated during his trip to the US capital that the Russian president's move to seek talks with the US president signals Moscow is feeling pressure. Zelenskyy commented, "We can already see that Russia is rushing to restart dialogue as soon as it learns of Tomahawks." These remarks referred to earlier musings about providing long-range missiles to Ukraine.

Political Developments and International Reactions

An ex- US state department official, a foreign policy expert, commented, "Putin is attempting to derail the momentum toward increased pressure on Russia." He added, "We'll see on Friday, but the likelihood of moving toward a ceasefire by pushing Moscow to engage sincerely seem to have decreased."

The situation came after the US president had recently been strengthening his language toward Russia until the recent call with Putin, which the Russian government described as "highly frank and trustful."

European Fuel Restrictions and Economic Impact

EU authorities have established a requirement for fuel suppliers into the European Union to prove their fuels are not made from Russian oil, as stated in a document released on Thursday. This step is included in the EU's forthcoming prohibition on purchases of refined products processed from Russian crude, which is included in its latest restrictive measures against Russia over its war in Ukraine.

Market experts noted that trading patterns appeared to be factoring in the potential end of Indian purchases of Russian crude. Several Indian refiners are preparing to reduce Russian oil imports, with expectations of a phased decrease, as reported by sources knowledgeable about the matter.

"This represents a positive development for the crude oil price as it would remove a major customer of Russian crude," said Tony Sycamore, noting that crude values were stable on Thursday.

Security Situation and Infrastructure Attacks

A massive Moscow's drone and missile attack hit energy infrastructure in eastern Ukraine on the same day, causing disruptions in multiple regions. Ukrainian officials reported that Russian forces deployed hundreds of unmanned vehicles and many of missiles, along with glide bombs.

"This autumn, the Russian forces use every single day to attack at our energy infrastructure," declared Volodymyr Zelenskyy, adding that attacks affected the regions of Chernihiv, eastern Ukraine, central Ukraine, northeastern Ukraine and Vinnytsia.

International Political Responses

Kyiv's representative to Washington, the Ukrainian ambassador, stated that Russia demonstrated its real attitude to negotiations through the "violence" of these attacks. "The Russian government yet again opted for weapons over talks, making this assault into a clear blow to ongoing peace efforts," Stefanishyna commented.

Meanwhile, the European Union's top diplomat, Kaja Kallas, announced that the EU had no choice but to strengthen defensive systems against Russia. Kallas announced a "plan" to prepare for possible conflict by 2030, including a new anti-drone system to be completely functional by the end of 2027.

The proposed system, dubbed the "EU defensive program," is expected to start operations initially by the 2026 timeline and be fully functioning by the following year. EU authorities hopes to obtain the support of member state representatives at a summit next week.
